On Rosie Lee's 19-acre farm in California, the next crop is also a question of which ground to leave alone. New limits on groundwater pumping have forced her to leave half the farm unplanted, turning an ordinary field decision into a calculation about whether the water bill can be carried.
The change is arriving through California's effort to bring groundwater use under tighter control. For growers working small parcels, water is not a line item easily spread across hundreds of acres; it can determine how much gets planted at all. The restrictions' effect on Lee's farm shows the policy at its most physical: a portion of the farm stays bare.
A Smaller Menu of Crops
When water becomes prohibitively expensive, crop diversity is one of the first things to contract. A grower may keep the blocks that are easiest to justify and abandon the marginal ones, even when a broader mix once helped spread income and labor across the season. For small specialty-crop farms, that narrowing can leave less room to absorb a poor price or a failed planting.
The unevenness is visible in the scale of the farms involved. Amrik “Mickey” Singh Basra owns 300 acres of almonds in Madera County and had imagined the orchard as the foundation of his retirement after years in the trucking business. His situation is different from Lee's, but the contrast helps explain why the same groundwater rules can land differently across the Valley. The Groundwater Fight Moves Local
In west Fresno County, near Coalinga, the argument has become more granular: growers are disputing who should be entitled to how much water. The Pleasant Valley Groundwater Sustainability Agency board has drawn accusations from farmers, according to a report on the local dispute. Allocation rules that look administrative on paper become planting decisions once a grower has to decide which rows receive water.
That is why smaller operations may feel the restrictions disproportionately. Farms that rely heavily on groundwater for irrigation have fewer sources to draw from when pumping is limited, and a small acreage base offers less opportunity to distribute the cost. The result is not simply less water applied; it can be fewer crops, fewer planted acres, and a tighter margin for error.
Some of the land taken out of production may still have a seasonal use. A report cited by Agri-Pulse found that winter forage could help keep farmland idled under California's Sustainable Groundwater Management Act productive, though that option does not replace the specialty crops a farm may have grown during the main season. The forage proposal points to the kind of workaround growers and agencies are likely to weigh as groundwater plans take effect.
For farmers, the immediate work is less dramatic than a new well or a new orchard: revise planting maps, price water before committing to a crop, and determine which parcels can survive a season without irrigation. Those choices will be made locally, where groundwater agencies set the terms and growers discover whether the numbers still work.
