A Kern County wheat field turns golden before the hottest part of the year, a crop making its case in the brief, cool window when California farms can still use less water. The field is a useful counterpoint to the usual image of drought: land does not have to be either heavily irrigated or entirely bare.
Across the San Joaquin Valley, growers are considering what can occupy fields as groundwater cutbacks make some familiar specialty-crop rotations harder to sustain. Studies from the Public Policy Institute of California examine crops that could use limited water while keeping farmland in production.
The Cost of Bare Ground
Fallowing is the cleanest answer on paper: stop irrigating, and the water demand stops with it. On a farm, though, an idle field still occupies land, loses a season of possible income, and may require management before it can return to production. That is why the emerging discussion is less about finding a perfect crop than about finding a less damaging use for acres that can no longer support their old one.
The pressure comes from California’s Sustainable Groundwater Management Act, or SGMA, and the local plans built around it. One estimate cited in reporting puts as much as 900,000 acres out of full irrigation by the early 2040s. For specialty-crop growers, that is a long adjustment period measured in orchard decisions, equipment purchases, leases, and lost harvests.
A Winter Window
Winter forage and grains such as wheat and barley are among the options under examination. They can take advantage of cooler months, when crop water needs are lower, and may give a field some productive purpose without asking it to carry the irrigation demand of a permanent specialty crop.
The arithmetic is not simply a matter of inches applied. A low-water crop has to pay for seed, planting, harvest, and the management needed to fit it into the farm’s rotation. It also needs a buyer. Forage may make sense near livestock operations; a winter grain may fit a different local market. The crop that saves water but cannot find a home is still an expensive experiment.
A recent report on winter forage argues that leaving ground bare can bring fewer benefits than growing a crop with modest water needs. That proposition turns fallowing from an endpoint into a comparison: what does the grower spend, what does the land return, and how much groundwater does each choice require?
Keeping the Farm in the Equation
For farmers whose main business is fruit, nuts, or vegetables, a drought-tolerant rotation will not replace a mature orchard or a high-value vegetable block. It may, however, soften the economic blow of water scarcity by giving some acres a smaller revenue stream and keeping fields managed while groundwater plans take effect.
The practical question will vary from one groundwater basin to the next. Soil, planting dates, access to forage buyers, labor, machinery, and the accounting rules for water use can all change the answer. A crop that works on a winter-flooded field may not work on a parcel with a different soil profile or no nearby market.
The research and reporting now emerging offer a narrower promise than a solution to the Valley’s water problem. They describe ways to keep some productive use on land facing groundwater limits, while growers and water managers work out which choices are financially and hydrologically tolerable.
