A river can look settled from the bank. Water moves past the trees, the fields sit where they have always sat, and the valley gives no obvious sign that its floor has been changing underneath them. New research says parts of the Sacramento Valley have sunk by as much as a foot and a half in a single year, with Colusa, Yolo, and neighboring areas among the places identified as vulnerable.
That is the physical backdrop for a new Sacramento Valley water-management vision. Released by the Northern California Water Association, it argues that farm water, community supplies, groundwater conditions, and environmental health have to be managed as one system rather than as separate problems.
A Valley That Cannot Operate on One Water Source
The vision puts sustainable groundwater supplies and stable surface-water operations near the center of that system. For growers, the distinction matters: a canal schedule may determine what can be planted this season, while groundwater conditions shape pumping costs, well performance, and the long life of an orchard or vineyard.
The approach is familiar in outline but difficult in practice. CDFA’s specialty-crop climate consortium described integrated regional water management as bringing stakeholders together to manage regional resources collaboratively, with the aim of meeting competing needs more effectively. The Sacramento Valley vision applies that basic idea to a place where agricultural production and environmental water use occupy the same plumbing.
Recharge, Reliability, and the Ground Beneath the Farm
Groundwater recharge is likely to be one of the less glamorous pieces of the plan. It means finding water at the right time, moving it across suitable ground, and making sure the accounting works for the agencies and landowners involved. A recent Sacramento River Basin recharge initiative describes technical and legislative work intended to make that practice easier to scale.
The environmental side is not decorative language. The vision treats healthier rivers and connected water systems as part of long-term reliability, while asking agriculture to remain a central use of the valley’s water. That balancing act is also consistent with California’s agriculture climate-resilience strategy, which frames water resilience around the state’s unusually broad mix of specialty crops and year-round production.
For Sacramento Valley growers, the immediate issue is less whether the vision sounds sensible than where it gains authority. Basin groundwater agencies, surface-water managers, irrigation districts, counties, and environmental programs will determine whether the concept becomes shared infrastructure and coordinated operations or remains a document on a website. The next water-year allocation decisions and groundwater sustainability-plan updates will show which parts are moving from principle into practice.
